The article emphasises that in the context of a real war and the legal regime of martial law, manifestations of collaboration, corruption and massive embezzlement at the facilities of the defence industry are increasing. In today’s environment, new military-political, socio-economic conditions and structural and functional changes and transformations in the defence industry have increased the importance of developing praxeological measures to prevent criminal offences based on criminological approaches.
The author proposes scientific ways of preventing criminal offences in the military-industrial complex of Ukraine as a comprehensive targeted criminological model of response measures of authorized entities in accordance with national legislation, which accumulates scientific methods and is based on the synthesis of military, political, legal and sociological knowledge aimed at preventing, detecting, suppressing and minimizing criminal offences; eliminating the causes and conditions which facilitate their commission, especially in martial law and state of emergency. The author defines the tools of criminological activity for detecting criminal offences in the defence industry in the following areas: search – operational measures aimed at obtaining criminological information about a possible unlawful act and persons involved, and detection of latent criminal offences; fixation – establishment of determinants, primary information about a person(s), organised groups; suppression – taking measures to respond to the information received or an identified unlawful act.
It is proved that coordinated activities of the bodies and units of the National Police of Ukraine are a key condition for effective criminological impact on the processes accompanying the functioning of the military-industrial complex during martial law. A prerequisite for achieving the goal of implementing criminological measures to prevent criminal offences in this area is the implementation of a set of strategically important tasks: firstly, continuous monitoring and periodic comprehensive assessment of threats and risks, including criminal ones, using a systemic and synergistic approach, as well as the results of the analysis recorded in the security passports of the relevant facilities; secondly, organisation of security risk management with due regard for the principle of optimisation of resources.
